Dr. William Painter B.A., M.A., Ph.D.
Dr. Painter was one of the original “evangelists” in the online education sector. As the founder of the first fully online educational institution prototype in 1994, he brings perhaps more online implementation and teaching experience than anyone else in the world. As the result of his experience in on-campus and online pedagogy and administration, he designed and implemented the first comprehensive online MBA for Europe (implementation date October, 1996) in collaboration with Groupe ESC-Pau and the National Chambre de Commerce. While in France, Dr. Painter consulted both regional and national authorities and addressed the National Assembly regarding online education and France.
He was also the principal designer for eSchool, the NCC (National Computing Centre) Education online initiative that enabled technology, content, faculty development and training in order to provide the full delivery of BSc (Honours) in Business Administration. The program was launched through the 350 centers in 45 counties that are associated with, and accredited by, NCC Education. NCC Education is a recognized Examinations Board and awarding body in the UK. It specializes transnational provisioning of UK higher education degrees. The online program was the first of its kind for NCC and grew to 5000 students.
Dr. Painter was also recruited to identify and manage the design, development, and deployment of online programs for Laureate Education’s UK partner, University of Liverpool. As the Executive Director of International Development and Chief Academic Officer, he launched the first new vertical of the partnership (Masters of Public Health) in Q4 2006 that has a current enrollment of over 1500 students. In that capacity, he restructured the academic staff of 300 instructors and 20 support staff to improve delivery of the online programs in the areas of quality control and academic rigor.
Dr Painter has an extensive network that includes significant portions of the Middle East, Asia, and Africa as well as Europe. He is one of the very few US academics who understands UK, French, and US higher education structures, transnational provisioning standards, and online education technologies and pedagogies. With experience in both online and on-campus administration and teaching on two continents and three countries, he is capable of designing, operationalizing, and administering programs on a global stage.
